Wyoming Set to Tax Wind Production
Wyoming's governor is ready to sign into law the nation's first state excise tax on wind energy production.
Dave Freudenthal made the wind tax a priority of his legislative agenda, and last week the measure sailed through the state legislature, with at least a two-thirds majority in each house.
Starting in 2012, wind energy producers in Wyoming will pay the state $1 per megawatt hour, with 60 percent of the revenues going to counties, and 40 percent to the state. The tax will apply to turbines that have produced for at least three years.
Freudenthal says the move will limit the energy production playing field in his state because wind projects already receive federal subsidies, while fossil fuels are taxed.
But the American Wind Energy Association says, with other states competing for renewable projects, it may be time for the industry to look somewhere outside Wyoming.
