Schwarzenegger Signs Energy Law

California Gov. Arnold Schwarzenegger has signed a state law he and federal officials say will speed up approvals for large-scale solar and wind projects.

It's also aimed at improving the chance renewables will meet deadlines to qualify for federal stimulus dollars.

Schwarzenegger signed the bill while touring the NextEra Harper Dry Lake Solar Electric Generating System in Hinkely.

The law allows energy developers paying fees to compensate for wildlife habitat destroyed during construction, rather than having to acquire replacement.  State and federal agencies will use the fees to buy and protect land for wildlife or to restore or enhance habitat to bolster populations of plants and animals that are at risk of extinction.

Companies are awaiting approval from the state for more than 240 solar, wind and geothermal projects.

Interior Secretary Ken Salazar, who was on hand for the bill signing, said he's set up a fast-track approval process for nine solar and three wind projects sought on public land in California.
